Experience has shown that Rail Trails are best built in four stages:

1. Idea Stage - A suitable location is identified, consisting of an abandoned, or about to be abandoned railroad right of way.

The best locations are those that connect communities, and localities within communities.

Perhaps an unsightly eyesore,

or a site tangled with brush.

Short sections may already be used.

2. Feasibility Stage - The idea is carefully researched to ensure there is a need, and to uncover any potential problems and concerns with building or operation of the trail.

Examples are Ownership, Soil Contaminants, Environmental Disruption, Adequate Parking, Traffic Flow, Safety, and future Maintenance of the trail.

Many people should be involved, both to identify potential problems and to suggest solutions, before plans are firmed up in the design stage.  The advice of certified experts is sought where necessary.

Proposals are refined  based on Input from the Public.

Are there environmental hazards to be cleaned up?

Are there nearby homeowners,

who would make use of the Trail?

Are cyclists and joggers at risk on local roadways?

Nature needs to be Respected.

Major Highway Crossings will need to be addressed.

As does the location and amount of Automobile Parking.

Maintenance Costs should also be considered.

People need to be kept informed.

3. Design Stage - The Feasibility Study is further refined in this stage, and concepts are converted into buildable elements with estimated costs and construction times.  Detailed plans and drawings are created for Public Comment and approval.  Final agreement and funding is obtained, construction plans are submitted for bid.

The Locations of Underground Utilities are Identified.

Exact Routes are Planned and Surveyed. Water & Sewer Lines are Scheduled for Upgrade as Needed.
Work is divided into steps, costs further estimated. Bridges may need to be disassembled for inspection

4. Construction Stage - Bid(s) for various phases of the project are accepted.  Scheduled dates are arrived at based on the design, and the availability of resources.  Resources are obtained and work is begun.

Nearby Abandoned Property may be Improved.
Tunnels may be required...

to be Constructed.

Any Contaminated Soil is Removed...

and the Area Backfilled and Covered with Clean Soil.

Completed Trail - A well constructed trail is a source of pride for everyone.  It is a casual place where people can quietly contemplate nature, or walk safely with their family and friends.  It is a place of discovery for young and old, free from the motorized hazards of nearby roadways.
